社区居家养老在社会分工细化、家庭结构变迁、社会流动性增大的背景下,已成为社会化养老的主流模式,顺应这一趋势,应以需求导向拉动养老服务多样化、专业化、产业化.为此应建立政府、市场、家庭三方密切合作的服务模式,解决社区养老服务公共设施供给不足、突发事件应急处置衔接机制不协调问题,突破信息失灵、制度供给、衔接配合、理念观念等方面的障碍;在市场拉动养老资源优化配置的基础上,发挥政府宏观调控导向作用,整合社会资源向养老服务产业流动,形成家庭与社区优势互补、社会资源广泛参与、政府完善应急处置制度供给的需求导向型社区居家养老模式,在满足老年群体养老服务需求的过程中,重点解决特殊老年群体的特定服务需求,提升社区居家养老服务功能与品质.%The community home care, under the background of specified social division, changed family structure and increasing social mobility,comes to be the mainstream mode of social endowment. In response to this trend,we should take demand?oriented guidance to diversify, specify and industrialize pension services. Therefore,the government should establish its service mode cooperated with family and market,third?party co?operation,to solve four problems,the inadequate supply of public facilities for elderly care service,lack of co?hesion for handling emergency coordination, break information failure, system supply, coordination, cultural heritage;Based on market?driven pension to optimize the allocation of resources, the government should play its role of guiding in macro?control,integrate social resources flow to the service industry,form complementary between family and community with wide participation of social resource. And the government should improve demand?based emergency supply system,in the process to meet the elderly demand for pension services,stress to handle with specific service requirements from special groups of elderly people, so as to upgrade the func?tion and quality of community home care services.
