Ex ante assessment for collective management: Himalayan musk deer (Moschus chrysogaster) and the Sherpa village of Phortse in Sagarmatha National Park, Nepal.

Community based resource management (CBRM) has the potential to resolve resource dilemmas, especially when the uncoordinated actions of users result in the overexploitation of low-valued and diffuse resources. The purpose of this research was to identify the contextual factors that encourage co-operation among users and to use these in an ex ante assessment of a case study situation.; An ex ante assessment model was derived from ex post collective action frameworks for use in the analysis. Drawing on the results of collective action research, the model was applied to a case study involving the endangered Himalayan Musk Deer (Moschus chrysogater ) in Nepal. In this hypothetical CBRM project, the Sherpa village of Phortse in Sagarmatha National Park would use live capture techniques to harvest musk for sale and export. Contextual conditions associated with the resource system, the external environment and the community were assessed based upon harvesting of musk. (Abstract shortened by UMI.)
