This experimental study explored the causal relationship between administrative and service quality evaluated by TQM, teaching and learning quality evaluated by LO and school performance from the school's management perspective. The researcher administered a three-part survey: basic background information, Total Quality Management Scale, and Learning Organization Scale. A total of 512 questionnaires were sent by mail and 965 web surveys were sent by e-mail to administrators and faculties, with a response rate of 70.31%, 6.63%, respectively. The findings of this study include: overall administrative and service qualities, as well as teaching and learning quality, were perceived to be above average. The demographics of respondents, such as gender, age, degree, title, and period of employment, were not significantly different, but the demographics of school or institution were significantly different at the level of 0.05. There was a significant positive, mutual dependence between TQM and LO. There existed significant cause-and-effect and path analysis between TQM, LO and school performance in selected technological universities and technological colleges, and colleges for professional training.
