控制理论视角下中国航天外交战略研究

摘要

中国航天事业已步入第61个年头，以载人航天、月球探测等技术为代表取得了傲人成就。中国已进入航天大国行列，并与数十个国家、空间机构和国际组织开展国际交流，取得丰硕成果。在发展迅速且变幻莫测的航天国际关系中，中国有必要结合当前在太空领域中的实力和地位，制定符合自身国情的航天外交战略。
　　本文总结了目前中国开展航天外交的基础与驱动力，并对政治偏见、技术差距及航天技术“两用性”等中国开展航天外交的制约因素进行了分析。通过对“当前中美航天冲突与合作困境”的案例分析指出，虽然中美在航天领域有过合作与交流，但两国距离达到互信和实现共赢还有很长的距离，并从太空控制视角深入探讨了困境背后的结构性原因，包括新兴大国与既有大国之间的天然对抗以及中西方意识形态和政治制度的冲突等因素。
　　本文认为，作为国际行为主体，中国应加快在航天领域的外交战略规划，从控制理论的视角出发，确立适当的航天外交战略目标，包括争取有利的航天外交环境以及进一步提升中国在航天领域的国际影响力，并从坚持和平利用外层空间的立场、积极参与制定航天国际规则、构建具有中国特色的国际合作战略框架以及分享航天四个方面探索可行的具体政策。
