摘要

几乎所有公共基础设施项目的主要目标都是开发一种有效且高效的项目质量产品,以满足合法用户的需求和期望。建造行业是促进地区经济和社会可持续发展的关键部门之一。目前,许多发达国家和发展中国家都采用社区发展机制,旨在促进经济增长,提高生活质量及当地社区的社会福利。然而,建造行业项目延期的问题目前是一个全球性现象,在巴基斯坦大多数的基础设施项目都会延期,且项目成功率很低,特别是公共基础设施项目。项目的发起来自于社区的需求,为了实现社区的需求和效益,主要利益相关者的基本目标就是在预计的时间和预算内完成项目,并达到预期的质量目标。因此,识别关键的延期因素并探讨这些因素如何影响当地社区至关重要。此外,了解计划和决策制定过程中的社区参与情况,以更好地执行公共基础设施项目也很有必要。
  然而,现有研究缺乏公共基础设施项目延期对当地社区的影响的关注,以及巴基斯坦公共建设行业中社区参与对政府支持、组织创新和项目成功实践的中介影响的实证分析。因此,本研究提出公共项目的延期会对当地社区的社会经济效益产生不利影响,社区参与在组织创新和政府支持影响项目成功中起重要的中介作用。该观点的实证支持来自于从巴基斯坦当地社区和公共建设行业从业者中收集的数据,通过文献分析识别的相关因素形成调查问卷,发放给目标受访者。研究方法是基于调查的统计方法,首先使用相关重要性指数(RII)进行排列分析,然后通过SPSS进行T检验和ANOVA分析,再利用smart-PLS3.2.7.版本建立结构方程模型,回收来自巴基斯坦乡村社区和公共建设从业人员的共1118份问卷,回收率为61.42%。
  结果显示,大多数的公共基础设施项目在项目生命周期中被延期,这种延期成为巴基斯坦公共建造部门最常遇到的问题,而且其影响不仅限于建造行业,还会影响该地区的整体经济和社会状况。同样地,结果还表明,公共项目的延期对当地社区和项目绩效有着更大的影响,通过减少项目决策过程中的不合理计划,管理及吸引合法利益相关者(例如社区)将会有助于管理效益和需求。当地社区只能通过参与影响他们的社会经济福利的计划和决策过程来得到改善。此外,研究结果进一步表明,在社区参与的重要中介作用下,政府支持和组织创新能够对公共基础设施项目的成功或绩效产生积极影响。因此,本研究制定了一种社区参与模式,以更好地实现公共项目的关键目标和完成成功的建设项目。没有当地社区的明确许可和良好的协作程度,公共项目的成功就无法实现,因为他们是项目的最终用户。如果能够充分考虑这项研究的结果,公共基础设施项目的成功率会提升。
  本研究提供了对项目延期、社区视角的项目延期、项目计划和决策制定过程中的社区参与更好的理解,以更好地实现项目成功。研究结果对于政策制定者和执行行业在改进计划和减缓延误影响方面会有所帮助,社区参与在未来的公共基础设施项目中势在必行。此外,该研究结果对于进一步研究这个主题具有参考作用。
