摘要

The currently available base of information about effects of highway on economic growth and per capita income includes a wide assortment of studies like: Extremely broad national studies,such as the literature on national productivity,impacts of highway spending over time,to extremely narrow and not adequately controlled project assessments. While interestingly many of these studies are not sufficient by themselves to differentiate the advantages and disadvantages of highway investments. Measurements of highway-related economic impacts,in a range of contexts and using a variety of data sources and methods,will expand this existing knowledge base and provide a more credible foundation for making highway investment decisions based on sound economic development criteria.
  There is considerable current interest in using transport infrastructure investments in highway capacity as a means of furthering regional economic development objectives. The economic effects of a specific new and old highway investment,though can vary significantly from project to project or region to region depending on where the highway is located,the specific economic interests served,the travel markets served,and the road’s affects on accessibility and system wide connectivity. Simplistic generalizations that highways either do or do not affect business locations and regional economic growth are not sufficient without empirically and econometrically analyzing these effects.
  This paper empirically examines the effect of Highway roads on regional GDP and Per capita income in South Africa on the nine province of the country. Using panel data from a sample of 9 South African provinces. Throughout the 2006 to 2012 perioD.We used recent advances in dynamic panel and econometric methods to sort out this relationship in time and space,We econometrically analyzed the causal effect of highway roads on regional income levels and growth rates. F-tests are also used to identify directions of association between Transport infrastructure (highway)and economic growth. The results show that there is relationship between Highway and GDP,Highway and Education. These indicate long-run forcing relationships from gross domestic product (GDP) to highway,from Per capita income to Highway,Education to highway. The conclusion is that Highway has a positive effect on regional economic growth and on Per capita income in South Africa.
