EVOLUTIONARY APPROACH OF AREAS WITH CONCENTRATIONS OF ACCIDENTS

Governments should make informed choices. This applies even more strongly in financialeconomicrnchallenging times. The challenge in road safety is to find the right balancernbetween the wish to reduce the number and severity of accidents, and the need to investrncost effectively. One has to be sure of the choice of the right locations, with a worthwhilernimpact on improving traffic safety. This requires a good screening analysis of (potentially)rndangerous situations.rnAs part of its current valid policy document, Brussels Capital Region has chosen tornanalyze and improve a series of dangerous zones. In 2014 the regional administrationrngave the project ZACA (French abbreviation for areas with concentration or accidents) tornBRRC and its partners. This project has three components: determination of 30 areasrnwhose redevelopment is a priority, diagnosis of 30 areas to understand the accidentrnfactors, and development of solutions.rnThis contribution focuses on the methodology developed to determine priority areas, i.e.rnareas where the money invested could significantly reduce the number of accidents. Inrnorder to meet the requirements of the client, we developed an innovative, flexible andrnevolutive methodology, while drawing on past experiences.
