This study aims at developing mechanisms to generate fund for road safety improvementrnwith a case study of Kerala state. As there is no mechanism available to assess the fundrnrequirement for road safety improvement, a rationale was developed by studying the roadrnsafety Investment pattern of London. The relation between expenditure towards roadrnsafety and improvement in terms of reduction of road accidents over a period of time wasrnconsidered. In fact, the data related to expenditure toward road safety was not availablernexcept the data related to London as mentioned above.rnOn this basis of investment required towards minimization of road accidents, the fundrnrequirement in the State of Kerala was worked out. Along with this, a number of sourcesrnare explored to develop mechanisms for fund generation, namely (i) A share from thernpremium amount collected by insurance companies. (ii) Increased one time cess collectedrnduring vehicle registration (iii) Special Tax for road safety on fuel etc. Besides this, a RoadrnAccident Prediction Model was also developed in order to estimate fund requirementrntowards improvement of road safety by clearly quantifying the exact quantum of reductionrnof road accident in future years.
