Modem microelectronic technology enables us to implement complete complex information processing systems on a single chip. The complexity and quality of systems tend to be more limited by the design methods and tools than by the microelectronic technology. Quality-driven design is a necessity. Although subjectivity is inherent to design, too much subjectivity in design may result in systemic solutions that either do not solve the actual real-life problem or do not do it in a satisfactory manner. The aim of the paper is to analyze the nature of the complex system design problems when focusing on the subjective nature of quality, and to propose and discuss a number of concepts that enable us to selectively limit the subjectivity in design and to arrive at the high-quality designs.
