The advent of Dedicated Short Range Communications (DSRC) has led to renewed consideration ofcooperative active safety where vehicles 'talk' to other vehicles and the infrastructure, and theinfrastructure in turn communicates with vehicles. This carries with it the possibility of markedlyimproving the important driver acceptance aspect. This paper investigates the increase (or decrease) in theeffectiveness of the active safety countermeasure based on his/her confidence and concomitant reliance onthe system. The analysis presented will be with active safety forward collision warning systems on the'lead vehicle not moving case'. This is particularly difficult for an autonomous collision warning system.In the analysis, such a system and scenario with an autonomous system is compared to such a systemoperating in the cooperative active safety mode. Depending on the degrees of driver acceptance assumed,set at four discrete levels varying from 'cautious skepticism' through 'complacent acceptance', cooperativeactive safety is shown in economic terms to be a clear winner, as reliability instills confidence. From thisanalysis, a framework is presented and populated with preliminary values. With refined experimental dataas research and operational tests are conducted, the societal benefit of cooperative active safety systems canbe determined for this and other crash types.
