Utilizing experimental test results on reinforced concrete (RC) elements under cyclic as well asmonotonic displacements the Park and Ang damage index is examined. Including the axial forcedisplacementeffects and defining failure as a 20% drop in strength capacity at peak displacement, it isshown that the model is biased against the normalized dissipated energy. A new damage index based onestimating the drift ratio capacity of RC elements under cyclic loading is developed. It is shown that thecoefficient of variation in estimating the new damage index at failure is significantly smaller than thatreported by Park [1]. It is discussed that although the displacement history can have significant effect onthe drift capacity of RC specimens, the dissipated energy may not be a reliable measure to account forsuch effect.
