Information infrastructures have been deployed which allownvideoconferencing systems to be applied in tele-learning. In this paper,nsimplified dimensioning methods are proposed for CBR (constant bit rate)nand VBR (variable bit rate) schemes in an ATM system. In the light ofnthe dimensioning methods, the optimum video bit rate is analyzednconsidering utility and economic aspects such as (for example)ntransmission costs. The measure representing the utility of thenvideoconferencing system is introduced as a convex monotonicallynincreasing function of the video bit rate. Approximate formulas forn“utility” are estimated by opinion tests ofn“willingness to pay” and “percent score”. Thenoptimum video bit rate is analyzed to maximize the utility perntransmission cost
