Analysis of the Effectiveness of FTMS: A Korean Case

In Korea, the construction of Freeway Traffic Management System (FTMS) was first initiate in 1992, and it is in the process of operationaltest since February 1995 on its 318 kilometer sections of Kyoung-Bu and Chung-Buexpress highways that connect Seoul and Daejon. This paper presents a set of evaluation results of the FTMS, based on both quantitative and qualitative perspectives. For quantitative analysis, delay time reduction due to the incident has been calculated, whereas for qualitative analysis, the results for the satisfaction and other issues of field survey have been presented. From quantitative viewpoint, the monetary benefit accrued from the delay reduction with the installation of the FTMS, both for incident and non-incident cases, would amount 65 and 9,320 million U
