North and South Korean political systems are examined within the framework of evolution, instability, and structural change taking place under far-from-equilibrium conditions. particular emphasis is placed on temporal nad spatia; disparities among political thinking, political systems, and the reality of evolution in the external environment. The theory fo nonequilibrium systems is summarized. The newtonian and new systems paradigms are compared. It is argued tat political htinking based on the Newtonian paradigm no longer fits the state of the real world, and that radically different thinking based on the new systems paradigm must now be activated. HTe literature is reviewed with regard to systemic political change in north nad South Korea. Systemic change is held to be taking place apart fro mthe formal organizational structures of North and South, which are dominated by rigid elites. A number of shibboleth-like approaches to the future are rejected. it is stressed that nonequilibrium and systemic change in the global macrosystem can overwhelm decisions made by the tow Koreas. Systems thinking applied to the environment and to 21st Century green technologies is ocnsidered the most promising route toward integration.
