Systemic change in North korean political System and Enhanced position of the Military Elite after Kim II sung's Death: Political System and General Systems Approach

摘要

The hierarchical position of the military elite in North Korea has bee nrapidle enhanced after the death of Kim II Sung. OCnsidering North korea has maintained the authority structure in which the party dominates th military, the rapid ascension of the military elite would bring about abnormal operation of political system that could be seen in the emergency retime of the third world. At first glance kim Jong-il appers to have initiate the change of the elite composite. However, such a change stems from the systemic change in political system which resuulted not only from KIM II sung's sudden death and vacancy of his particular role but alos from the structural dissonance in the system and changes in the external environment. in other words, the realignment of elite composite cnetered around Kim Jong-il after the death of his fater occurred when the political system in the state of far-from-equilibrium was adapting ot internal and external enhancemnt of the military's position reflcts anomaly of adaptive process, which means that a system tends to become less efficient ofr its maintenance by relying upon the institutions to jwhcih it is accustomed, while excludingthe alternatives whihc would bring better outcome with same experience.
