Rehabilitation decision analysis toolbox (RDAT) is a MATLAB based program for calculating the seismic performance of structural and nonstructural systems in a health care facility. The seismic performance is measured by (1) fragility surfaces, that is, the probability of system failure as a function of the moment magnitude and the site-to-source distance of a seismic event, (2) consequences of system damage and failure, and (3) system recovery time following seismic events. The input to the analysis consists of seismic hazard, geotechnical, structural and nonstructural systems properties, performance criteria, rehabilitation strategies, and a reference time. Using the RDAT it is possible to (ⅰ) compare the effectiveness of different rehabilitation strategies for structural and nonstructural systems using the estimates of life cycle losses, and (ⅱ) develop rational rehabilitation strategies for increasing the seismic resilience of these systems. Estimates of losses and recovery times, referred to as life cycle losses and recovery times, can be derived using fragility information, financial models, and available resources. A health care facility located in New York City is used to demonstrate the RDAT. Fragilities and statistics for lifetime losses are obtained for this structural system and some of its nonstructural components corresponding to different rehabilitation alternatives.
