An Example of the Success of Legal and Institutional Reform in Romania

The National Agency for Mineral Resources (NAMR) wasrneastablished in 1993 as the regulatory authority to administerrnthe mineral resources of Romania. It is the competentrnauthority under the new Petroleum Law, and itsrnresponsabilities include granting concessions based on a newrnconcession agreement in line with the international industryrnpractice, monitoring and controlling the observance of thernprovisions of the concession agreement, and issuingrnregulations for the petroleum sector. NAMR benefitted fromrnvarious programs supported by the World Bank aimed atrnenhancing its capabilities. Of relevant importance are thern“Petroleum Exploration Promotion Program” aimed atrnattracting private investment by foreign companies, and thern“Development of Petroleum Industry Specific EnvironmentalrnManagement Program” financed from a Canadian Grant. Thernformer contributed, through the transfer of know-how tornNAMR’s personnel, to their successful organizing of twornlicensing rounds, whereas the implementation of the latter leadrnto the establishment of environmental management units andrnpreparation of environmental regulations related to thernpetroleum sector. Since its establishment NAMR hasrndemonstrated its commitment towards implementing the legalrnreforms related to the Romanian Petroleum Sector and hasrnproved to be a modern and viable institution in an emergingrnfree market economy.
