RD Based Analysis on the Economic Differences of Four Provinces and Cities around Bohai Sea

In recent years, it is obvious that the economic development of the region around Bohai Sea is accelerated, but there exists unbalanced development in the region. Firstly, this paper analyzes the funds and personnel about input of the R&D activities in four provinces and cities of Beijing, Tianjin, Hebei and Shandong from the year 2000 to 2006. Statistical data indicates the four-level gradient differences about the investment scale and intensity of R&D funds in four provinces and cities. The investment intensity for Beijing is four times of the national average level, the one for Tianjin is slightly higher than it, and the ones for Hebei and Shandong are lower than it. The four-level gradient differences still exist in the personnel of R&D. Secondly, this paper analyzes the part of output achievements about the R&D activities in the four provinces and cities. Then, an improved DEA model is adopted to calculate the relative input-output efficiency and the input surplus amounts of the R&D activities about the four provinces and cities. Finally, the results indicate that the relative efficiency and inefficacy of R&D activities exist respectively in the four provinces and cities around Bohai Sea from the year 2002 to 2006.
