EVALUATION OF BULGARIAN NEEDS FOR SECURITY OF RADIOACTIVE SOURCES AND TRAINING OF LAW ENFORCEMENT PERSONNEL THROUGH BORDER EXERCISES

The creation and implementation of an adequate legal framework is important forrneastern European countries in the field of combating organized crime, especially thernillicit trafficking of radioactive materials, in these countries’ efforts towards joining thernEuropean Union by adopting many legislative, economic and political frameworks forrnthe combating of terrorism. The Republic of Bulgaria, as a PECO country in the phasernof pre-adhesion to the European Union, is preparing its legislation and law enforcementrninstitutions to meet the new challenges and tasks of the process of joining the EuropeanrnUnion. One of the best ways to combat illicit trafficking is collaboration between neighbouringrncountries through connections between similar law enforcement bodies. ThernInstitute for Nuclear Research and Nuclear Energy in Bulgaria and the ÇekmecernNuclear Research and Training Centre in Turkey participated in a joint border exercisernat the Kapi Kule checkpoint which provided a unique opportunity for law enforcementrninstitutions and scientific experts to respond jointly in a simulated border incident withrnreal nuclear materials.
