Gmes Sentinel-3: 'A Safer Satellite for a Safer Space, a SaferWorld'

The Sentinel-3 Mission is part of the Global Monitoring forrnEnvironment and Security (GMES) initiative whose overallrnobjective is to support Europe’s goals regarding sustainablerndevelopment and global governance of the environment byrnproviding timely and quality data, information, services andrnknowledge. In that way, Sentinel-3 will help humanity byrncontributing to the improvement of the life quality.rnThe Sentinel-3 mission will be more particularly devoted tornthe provision of Ocean observation data in routine, long termrn(20 years of operations) and continuous fashion with arnconsistent quality and a very high level of availability. Inrnaddition, the mission will be designed to generate Landrnoptical observation products, ice topography and landrnhydrology products.rnTHALES ALENIA Space has successfully performed duringrnpast years the definition phase of this mission and the systemrntogether with ESA to come to an optimized system answeringrnto the users’ needs. The results of this development phase andrnthe way forward for a successful implementation of thernmission safety compliant to applicable standards will bernpresented in this paper. In particular, the technical baselinernand evolutions will be presented in order to demonstrate thernsafety improvements versus the previous generation of similarrnspacecrafts in term of design and operations. A specific focusrnwill be given on quality and safety topics raised and managedrnduring satellite development.rnThe intention of this paper is to present:rn1.The benefits of GMES initiative and specifically ofrnthe Sentinel-3 mission for the global humanity torncontribute “for a Safer World”.rn2.The improvements of Sentinel-3 satellite design &rnoperations in term of Space Safety with regard tornprevious similar satellites in demonstratingrncompliance to IADC Guidelines “for a Safer Space “rn3.The specific Safety and Quality management processrnimplemented daily and the safety concerns raisedrnduring Satellite development “for a Safer Satellite”rn4.The specific Ground Safety Submission Process withrnregard to launch authorities with the specificity torncomply two different launchers and range safetyrnprocess.
