For the past few years, Transport Canada has worked to achieve a better understanding of fatigue issues in thernCanadian aviation maintenance industry. The goal was to determine whether duty times of aircraft maintenancernengineers (AMEs) should be regulated, and if so, to determine appropriate limitations. Through research effortsrnand consultations with the industry, it appeared that traditional approaches to AME fatigue, based on prescriptivernlimits to duty times, were unlikely to be an effective solution. An alternative, non-prescriptive approach wasrnproposed, in which approved maintenance organizations (AMOs) would be required to implement a fatigue riskrnmanagement system (FRMS) within their companies. The ultimate goal is to integrate an FRMS as a requiredrncomponent of a safety management system. In order to assist the industry in implementing an FRMS, TransportrnCanada has undertaken to produce a set of pre-approved methodologies, policy templates and training materials.rnIn turn, AMOs can use these tools to meet their needs and ensure proper management of fatigue-related risks.rnThis paper provides an overview of the various phases of the research, including project goals, current activities,rndesired outcomes and proposed future work.
