Design of process and operation for risk reduction is discussed and its framework is proposed as an activity model where required activities and information flows are defined functionally. As a case study of the framework for risk-based design, metal-degreasing processes are focused. In metal degreasing, a significant amount of cleansing agents is released into the environment, and local risks and global impacts due to the use of chemicals have become a big issue in Japan. In proposed framework, the procedures of source-specific risk and life cycle assessments are represented as activities with available information and knowledge for on-site engineers. A case study is presented to demonstrate the risk-based design of metal degreasing processes using obtained process information through investigations on actual metal-degreasing site.
