This paper describes the objectives of InternationalrnEnergy Agency (IEA) Annex 21 and the ongoing work of Subtask Brnwhich deals with how programs should be used for particularrnapplications. Well documented procedures for using programs needrnto be developed to fulfill a real need by increasing consistencyrnof performance assessment, aiding in training, allowingrnimprovement of procedures and promoting quality assurance.rnThe emphasis in this work is on how programs are applied,rnso that the programs are taken as 'given'. The assumptionsrnembodied in programs are relevant to the choice of program for arnparticular purpose and application, but the immediate focus herernis on how best to use them rather than on how their design mightrnbe improved.rnThe way programs should be used to address a particularrnpurpose has been termed a Performance Assessment Method (PAM)rnand an attempt has been made to structure these using arndocumentation proforma, or 'Shell'. A prototype expert systemrnhas also recently been developed as an aid to systematicrndocumentation and information retrieval.rnIt is expected that many different PAMs will be in use byrnpractitioners and researchers, but that there will be commonrnelements which will become clear once a number of PAMs have beenrndocumented. Documentation is essential so that, firstly, thernassumptions in currently adopted methods can be made explicitrnand thus open to analysis, secondly, that quality assurance canrnbe carried out, and thirdly, that portions of the assessmentrnmethod for one application can be re-used for differentrnapplications. Thus part of the data selection/analysis procedurerncan be applied equally well to an overheating investigation asrnto an energy retrofit. The development of a library ofrnaccredited PAMs could lead to an important increase in thernquality and credibility of the use of prediction programs in thernbuilding field.
