The Lower Wood River Levee system, at the confluence of the Wood River Creek and the MississippirnRiver, in East Alton, Illinois, has been plagued with underground seepage and, in 2010, remediation wasrndeemed necessary by the Southwestern Illinois Flood Prevention District Council and the United StatesrnArmy Corp of Engineers (USACE). The experts enlisted by the council produced a design that providedrnfor constructing a cutoff wall approximately 2,000 feet long and up to 140 feet deep, through alluvialrnand outwash soils, and embedded in bedrock. This paper will describe the challenges faced by thernQuality Control (QC) and Quality Assurance (QA) teams due to the complex nature of the project inrnconjunction with an extremely thorough QC/QA program.
