摘要

By taking operating cost and transportation external cost into consideration, a bi-level programming model is established, with which the upper level aims at the minimum social cost and the lower level is modeled by traffic flow assignment in intercity passenger corridor. A Simulated Annealing (SA) algorithm is used in the solution of the bi-level model to figure out sharing rate of all kinds of transportation modes and operating plans of trains. With an example in the end, this paper contrasts and analyzes the variation trend of the minimum total social cost under different operating frequencies of intercity trains to conduct a sensitivity analysis on the operating plan.
