This paper establishes a mathematical model of education development and economic growth to measure the human capital development through establishing a human-capital determined economic growth theory model. Establish mathematical model adapted to economic growth of human capital level, especially education development level and education investment. Establish economic utility function of education development, which explains why education development becomes the endogenous variable and determine factor of modern social production and the developing countries keep increasing education development level under the condition of index progress of science and technology. Through theoretical derivation and empirical test proof, the utility of human capital in economic growth has index function properties. The average labor education and per capita education investment co-determine that the level of human capital investment also has the index function properties. By the conclusion, we can get that the goal is doubling per capita GDP in 2020 compared with 2000, in which way popularize the higher education. Public educational funds should occupy 4 percent in GDP in year 2012 and then 4.6 percent to 4.7 percent in the year 2020, driving the educational investment of whole society occupy 7 percent in GDP. The theory model established by this article not only contributes to the reform and development of China education, but also has meaning to world, especially developing countries, education macro management.
