Emergency Management Synergy: The Analysis of Macro and Micro Influencing Factors

Multi-subjects cooperative issue is one of the key scientific issues in the theory research of emergency management. This paper analyzed the connotation of emergency management synergy, by using PEST structure to illustrate the macro factor that can affect the emergency management synergy, and argued that the relationships among government's abilities of dealing with emergency issues, the complexity of emergencies are the micro factors influencing the emergency management synergy.Based on the above conclusions, appropriate recommendations are provided on how to build government emergency management synergy mechanism.
