Choctaw Point Terminal Conceptual Planning and Design

The Alabama State Port Authority (ASPA) is developing a state-of-the-art container handling center terminal that combines a deep-water container terminal with a container handling intermodal yard and a value-added distribution facility capable of being serviced by five Class I railroads. The proposed facilities consist of the Choctaw Point Container Terminal, the Garrows Bend Intermodal Container Transfer Facility (ICTF) and Value-Added Distribution Areas adjacent to the ICTF. This integrated development will effectively and efficiently channel containers to Alabama industry and offer the complementary ability of providing a cost-competitive intermodal service to the Southeast and Midwest regions of the United States. The overall Choctaw Point Terminal development plan is a $300M program designed to offer adequate throughput capacity to meet the projected container requirements of the ASPA for the next fifteen to twenty years with the capability of being expanded in the future, as necessary. rn This paper provides an overview of the port planning process and the conceptual layout and design of the facilities as well as providing an insight to the challenges that must be overcome. These include ongoing environmental remediation, required land reclamation, connectivity to existing rail lines, and development of efficient access routes into and between the facilities.
