Paper One noted, along with several other requirements, that the FACD includes arntask to evaluate and rehabilitate the City of Atlanta's sanitary system. This paper –rnPaper Two – provides an overview of the City's approach to Sewer SystemrnEvaluation Surveys (SSES) and the Rehabilitation Selection process within the termsrnof the consent decrees.rnThe mission of the SSES and Rehabilitation Selection Task is to establish arncomprehensive and accurate inventory of the assets of the City's wastewater system;rnto identify sources of inflow and infiltration within the system and to perform arncondition assessment of wastewater system assets, incorporating sewers, manholesrnand laterals. The City's wastewater system has been conveniently split into six sewerrngroups for the purposes of demarcating areas of the City to be studied over the 14rnyear period of the FACD. With the findings from this study an appropriaternprioritized list is scheduled of sewers, manholes and laterals identified for remedialrnaction. This procedure will be repeated for each of the six sewer groups in turn withrnthe intention of implementing the work in a timely, low impact and cost effectivernmanner. Reporting requirements include the submission of a report to EPA/EPD atrnthe conclusion of each of the six SSES studies.rnAlthough not a prerequisite of the FACD nevertheless a decision was taken by thernCity of Atlanta at the time the consent decrees were signed in 1999, that in order tornaddress the widespread problem of spills – which, as outlined in Paper One, amountsrnto over 550 SSOs (unpermitted discharges and spills to dry land) annually – that thernentire public sewer system would be targeted for evaluation, i.e., 100% internal sewerrncondition assessment and 100% internal manhole condition assessment.
