PROJECT PERFORMANCE: HOW TO ASSESS THE EARLY STAGES

Prior research into project performance hasrninvestigated the relationship of variables to projectrnsuccess – as measured subjectively or by cost andrnschedule results. All projects would benefit fromrnobjective predictive measures early in the life cyclernwhen corrective action can be achieved. This paperrnproposes an independent method for project assessmentrnduring early phases considering programmatic,rntechnical, cost, and schedule. An interim projectrnperformance metric was derived from weighted ratingsrnof review findings during the formulation phase ofrnNASA projects. Due to the small sample size and thernongoing status, validation of this proposed interimrnmetric is not complete.
