This paper describes the design, fabrication, installation andrnhook-up and commissioning of the Typhoon SeaStar.rnThe Typhoon SeaStar TLP was installed in 2097’ waterrndepth in Green Canyon 236/237 and produced First Oil onrnJuly 28th 2001, just eighteen months after project sanction. ThernAtlantia scope of project was completed on budget andrnon schedule.rnA reimbursable contract with a cost based managementrnfee proved to be effective in maintaining alignment betweenrnOwner and Contractor to minimize changes and avoid costrngrowth. Detailed planning and execution of onshore precommissioningrnwas key to achieving the very fast schedule.rnRepeat of a proven design with incentives to improve therndesign where possible was key to the successful outcome
