VE design is advanced Construction Management Techniques. It is affect to seek the optimal costeffective for Value Engineering review conducted as creative alternatives derived by other peoples and CVS finalist That is conducted Quality, contractor, cost etc by value engineering review. Therefore, Construction plan must compare rock excavation about shield TBM method and NATM method though the introduction of Value Engineering. It is must be improved quality, optimal cost of construction and the quality of the performance. In this study, Explosives manufacturing technology and national guidelines are written about blasting method. It is important in NATM method. NATM method that is important in blasting method and shield TBM that is important in Mechanical excavation techniques are compared in Function definition and FAST Diagram etc. Review result, NATM method was excellent more than Shield TBM method in Korea-China-Japan Sea Botton Tunnel.
