After a presentation of the institutional setting of the European Water Framework Directive, National and basin management of rivers, and remarks on the definition of water scarcity, participants agreed that integrated water resources management is the best way to overcome water scarcity. Participants recognised that there is a strong linkage between water economy and economy of energy and therefore industry, agriculture, and urbanizations are competing for water usage, so there is a need for decision making in a quantitative manner in order to be able to allocate water quantity, in order to evaluate cost/benefits.
