DEALING WITH A HEADACHE: THREE SCENARIOS AND TWO DILEMMAS

What has become clear is that the challenge for the application of technology in the fields of detection, analysis/identification, and the development of counter-measures is daunting with regard to all three scenarios. The requirements in terms of time, scope, and - in the case of the civil population - numbers, but most particularly the combination of these requirements in some contingencies, are very tough and distinguish this field sharply from the requirements usually faced by civil research and industrial development. That this has to be solved in the face of two serious political dilemmas does not make the task any easier.
