Who is responsible for innovation and its governance?

Responsible research and innovation (RRI) is increasingly accepted by policy makers, government bodies and research funders as an important requirement for those developing new technologies, particularly those involving disruptive innovation. To date the focus has been mainly on research and not innovation and on stakeholder engagement as the key requirement to deliver 'responsibility'. However, there is little coordination across organisations tasked with implementing an RRI approach, and no consensus around what should constitute such an approach under the very different circumstances of (i) conducting basic research and (ii) the translation of that research to economically viable products and processes.
