A Fresh Look at Infrastructure Investments: Green Infrastructure and the ALCOSAN GROW Program

Allegheny County Sanitary Authority (ALCOSAN) is currently implementing an innovative program to incentivize the design and construction of green stormwater infrastructure (GSI) and other technologies that reduce the volume of extraneous sources of stormwater runoff and groundwater infiltration which contribute to sewage overflows. The Green Revitalization of Our Waterways (GROW) program has enabled ALCOSAN to provide financial assistance to its customer municipalities through a competitive grant process while fostering collaborative relationships to capitalize on infrastructure investment to better manage the regional sewage collection system.
