The author shows the present situation of the shortage of water in Beijing with a series of data, reviews the water-control history since the nation foundation, illustrates the reasons which cause the water crisis and the class we should take from them, states the measures Beijing has taken to save water and the results of them, finally tells readers the necessary changes in the knowledge of people in water-control.
