Reducing motorway congestion is aa priority area for the Highways Agency (HA) in the UK and the rapid clearing of accidents can make aa major contribution to meeting this goal. This paper introduces the concepts behind Project MESA [[11]] and presents aa study into the application of MESA-like high-bandwidth, ad-hoc communications between the various responders to aa major highway incident. WSP, on behalf of the Highways Agency, has studied the MESA initiative and its associated projects and technologies and has concluded that this type of technology could significantly aid in the management and resolution of major highways emergencies.
