US Naval Lithium Battery Safety Program and Revision Three of the NAVSEA Technical Manual S9310-AQ-SAF-010

To assure that the safety risks associated with lithium and lithium-ion batteries fielded in all Naval applications have been characterized and accepted appropriately, the Navy employs a structured and tailored Lithium Battery Safety Program. One of the fundamental requirement documents used to implement this safety program is the Naval Sea Systems Command (NAVSEA) Technical Manual (TM) S9310-AQ-SAF-010. This TMwas originally published in the 1970s as a supplemental document to educate and guide the program managers within the Navy who were running acquisition programs. It has been updated multiple times over the intervening years to address safety lessons learned as well as new technology insertion. The current revision, "Revision Two of the Naval Sea Systems Command (NAVSEA) Technical Manual for Navy Lithium Battery Safety Program Responsibilities and Procedures" of 15 July 2010 was issued as a replacement for Revision One, which was dated 19 August 2004. A new revision is planned for publication in late 2016. The new revision will harmonize the TM with the process changes enacted by the 12 August 2015 release of an updated Naval Instruction, 9310.1c, foremost of which is the delegation of Certification Authority for some lithium batteries and lithium-battery operated systems from NAVSEA to specific System Commands (SYSCOMS). It will also provide updates to guidance and requirements relating to lithium battery storage, transportation, firefighting and safety testing. This paper will highlight and discuss the major changes in between Revision Two and Revision Three of the NAVSEA TM S9310-AQ-SAF-010.
