At last,some relative suggestions are put forward in order to serve government macro decision-making.As the largest water diversion project in the world,China's South-to-North Water Diversion Project (SNWDP),which consists of three 1,300-kilometre canals that will carry water from the Yangtze along the eastern,middle and western parts of the country,is payed more attentions by all kinds of people in the world.From the view of project management,the project is a giant program,which involves thousands of bids and participation units.Seven provinces and municipalities,including Beijing,Tianjin,Hebei,Henan,Hubei,Jiangsu and Shandong, have been involved in the requisition of land,the resettlement of the locals,water pollution-control and fundralsing.The organization,namely,the construction management has been crucial,which concerned deeply of the program's success.Under the background,the paper introduces the administer government's construction management system firstly,and then introduces three construction management patterns of project owner,that is direct management,mandatory administration and construction agenct management system,and makes a close study on the strongpoint and weakness of the three patterns.At last,some relative suggestions are put forward in order to serve the governmental macro decision-making.
