This paper describes an operational concept, the design of a decision support tool, and examples for the concept of On-demand Special Use Airspace (SUA). As an "on demand" service, we describe how the military can both strategically as well as tactically plan for SUA use to suit their needs, and how the civilian airspace user can use unused SUA for civilian (non-military) operations for a much greater period of time than in current practice. For proactive Traffic Flow Management (TFM) with SUA space-time constraints, our effort exploits a novel mechanism called Interactive Dynamic Flight Lists (IDFLs), which does not rely on direct airline-to-controller voice communication, for expressing airline user preferences into flight planning and flight plan amendments. IDFLs allow airlines to coordinate plans and contingency plans around SUA usage plans. Both the SUA usage plans and the contingency plans will be flexible and dynamic, adjusted through time, allowing for flexibility and adaptation on both the part of the Military and their use of SUA, and the preparedness of the airlines to exploit SUA when it is not in use.
