Finance and Operations are usually seen as opposing sides. Finance departments are the gatekeeper of the rates while Operations departments are charged with providing abundant, high quality water. Finance wants to cut spending while Operations wants funding for more and more projects and programs. Both sides dig in and then the General Manager has to intervene. Finance and Operations are supposed to make the General Manager's job easier, not harder. However, things can be different if you are committed and foster a culture that eliminates the barriers of different office areas and division titles.
