Water pollution is accelerating the problems further. This paper details the water resource management and decision service (WRMDS) of Qingyi River, which developed the following components: (i)As a power platform to integrate a variety of components, GIS has already been adopted; (ii)To manage various data types, database technology is a necessary component of water management and decision service; (iii)As a powerful technology to simulate and predict results of different scenarios, water resource models, are chosen. In addition, based on GIS platform, this paper designs and implements comprehensive management and decision system of Qingyi river basin, which could acquire and process accurately water resources to satisfy the needs of water pollution emergencies. This paper introduces the development of a service which contains the following features: (i) Multisource hydrological information monitoring could be integrated within one system, which extends the data types for management service; (ii) The service provides geographical data, water resource monitoring data, geographical data and pollution model from operation departments, which could improve the automation and efficiency of water pollution emergency response. The developed service can not only manage and visualize attribute and spatial data, but also perform simulation and assessment tasks effectively. Thus, the quality and efficiency of river environmental information management can be enhanced.
