A method of waterway traffic safety evaluation based on conflict threshold

To provide a basis to quantitate the navigational risk and evaluate the traffic safety for maritime safety administration to control the traffic as soon as possible to assure the traffic safety, this paper referred to the study on conflict delay time of road traffic and the application of traffic conflict technique used in waterway traffic, we try to analyze the influencing factors of navigational efficiency when ships are under the situation of traffic conflict. Then define the conflict delay time of waterway traffic and puts forth the concept of conflict threshold. Through collecting the data of “T” junction waterway, the method of waterway traffic safety evaluation can be established. The data acquisition of the safety evaluation method is low-difficulty, high-accuracy, and conforms to the humanism.
