Population dynamics of neon 3s levels has been studied in Ne-H$-2$/ active medium produced by longitudinal discharge with preionization. Effect of hydrogen and argon admixtures on population of those levels has been examined as well. Boundary conditions for inverse population on neon transition at 585 nm have been specified. Superluminescence has been obtained on a number of neon lines including those at 588.1 nm, 594.4 nm, 650.6 nm, and 653.2. nm.
