A Dynamic Evaluation Way of Leaders’ Behavior Performance in Local Government

摘要

At present, Absolute Progress Effectiveness (APE) of government leadership performance usually can be calculated by the ratio of total yearly increments, which can not really reflects individual effective progress in leader team,only regarding individual situation as evaluation bases and lacking the common reference norms. In this paper, government leader behavior is not an abstract factor, which must be reflected on the dynamic change of government leaders’ performance.Relative Progress Effectiveness (RPE) of government leader behavior performance can be measured by the method of Data Envelopment Analysis (DEA), depending on Two-time Relative Evaluations (TRE) and Individual Relative Divergence (IRD), which really reflects the effective progress of individual behavior performance in leader team, and shows individual effective effort and utmost. Moreover its results will be beneficial to government leader self-evaluation and self-devdopment.
