The City of Akron, OH is implementing a $1.4 Billion CSO Long Term Control Plan, which includes the construction of a TBM-excavated 27-foot ID 6,212 LF tunnel through rock and soil, the Ohio Canal Interceptor Tunnel (OCIT). In this paper, major risk mitigation measures considered for tunnel excavation through soft ground, mixed face and hard rock will be reviewed from planning and preliminary design through completion of tunneling. Items to be discussed, include specification of reaches for open and closed mode tunneling, probing, management of potentially gassy ground conditions, and other measures. The effectiveness of these measures will be assessed retrospectively, and lessons learned will be presented.
