Consistent with the detailed description of this Symposium's focus (analysis and methodologies) this paper will not be about figures, as such, or series of them, to explain trends and economic phenomena within the space sector, or the enlarged "space ecomomy". This paper will be strictly targeted to the methodologies of data collection, the definitions and perimeters to apply to quantitative measurements, the relative metrics of accountancy. Figures will be used only as they can provide examples to clear up the above founding concepts. It has now come the time, we think, when we can't delay such a discussion and hopefully agree on solid and shared, comparable measurement systems, especially as it becomes crucial to master the size and progress of space related activities, other than the "core" space sector, through their impressive increase, and finally know our way around a still too foggy galaxy of concepts. Space, so to say, is emerging as a cross-cutting new frontier of economics, wrapping up the Earth at some lOths of km above, with a rather mature legal framework as a Property of Mankind. But, just like it happened a couple of centuries back during the industrial revolution, with the start of massive international trade (and the relative theoretical mainstays of A.Smith on the National Trade Balances), we believe we won't be able to exploit this immense potential if we fail to agree on ways to define and measure these activities in a precise and separate macro-economic accountancy. This paper, based on the practical longtime (2009-19) on-field experience of ASI's DV web db and Panel, to measure socio-economic trends of the national space sector, and richly referring to the evolutions and debates taking place in the verious authoritative Boards dealing with Space economic measurement (OECD, ESA, IAF itself), presents, after an introduction on sustainable ways to acquire meaningful input data online, a "layered" system of perimeter definitions, basically divided
