With the rapid development and extensive application of information technology, various household appliances, data processing apparatus and digital communication apparatus are used widely, which improve the production efficiency and the human life level greatly and also bring serious environment and social problems too. How to solve the management and disposal of waste electronic and electrical equipment (WEEE) has become a new environmental problem. The developed countries have accumulated certain experience in prevention, control and reutilization of the WEEE and set up the relatively complete system of laws and regulations. Compared to the laws and modes of WEEE management in European Union (EU), Japan, U. S. A., and the paper points out that the WEEE management in China should take the road to integrate the prevention and recycle treatment. In the process of industrialization of the WEEE reutilization, it is necessary to realize the participation of the governments at all levels, NGO and various enterprises, and construct the systematic frame of WEEE management: system of integrated advance and coordinate, system of prevent and control, system of retrieve and sort, system of process and produce, application system of reproduction product. The government plays an important role at the beginning of the industrialization, so the paper formulates the supportive policy system of prevention and reutilization of WEEE, putting forward the suggestions from the regulation and policy.
