The Impact of California Phase 2 RFG on Real-World Vehicle Emissions

In October 1995, prior to the introduction of California Phase 2 Reformulated Gasoline (RFG), the Desert Research INstitute (DRI) performed a study of on-road emission of speciated hydrocarbons, oxides of nitrogen (NO_x), and carbon monoxide (CO) in Los Angeles' Sepulveda Tunnel. This study provided a baseline against which the results of a second experiment, conducted in July 1996, could be compared to evaluate the impact of California Phase 2 RFG on real-world emissions. Compared with the 1995 experiment, CO and NO_x emissions exhibited statistically significant decraases. While the decrease in non-methane hydrocarbon (NMHC) emissions was not statistically significant.
